He appears to be filling a syringe. There is a white border around the photograph. The number 50 is stamped on the reverse of the photo.
Photo may be of activities at OH Ranch.
Photo most likely dates to 1946 or earlier, as Velox photographic paper was branded as "Kodak Velox" after 1946.
