He is on a rightward bucking horse and appears to be well seated with his right arm by his side. A mounted rider, likely the judge, is watching Cecil. Other cowboys in the background are on or in front of the chutes, and chutes numbered 3 to 7 can be seen. This card had a bit of damage on the front, but it should be an easy Photoshop clean-up.
